Kelley is the Chief Sales and Marketing Officer at Legacy Utility Group, responsible for driving revenue across its growing suite of utility infrastructure services—hydrovac excavation, CCTV inspection, pipe jetting, traffic control, and more.

Born into a construction family, David cut his teeth in the field, doing everything from surveying to running a small business. He later moved into corporate sales, leading teams for a global power tool manufacturer, then took a detour into distribution and operations before finding his way back to his true passion—sales leadership. He first joined Nor-Cal in operations, but the call of sales was too strong, leading him to his current role at Legacy.

David thrives on building high-functioning, no-nonsense teams and cutting through red tape to make things run smoother. He’s helped improve processes, shorten the customer journey, and expand service lines—all while keeping an eye on what’s next. His leadership philosophy? Empower people, hold them accountable, and remind them that leadership isn’t about a title, it’s about showing up and getting things done.

When he’s not working, you’ll likely find David cycling (mountain, road, or gravel—he’s not picky), staying fit, or traveling with his wife of 25 years. He also enjoys watching his two grown kids forge their own paths and unwinding with his two dogs, Marla and Bubba.

Looking ahead, David’s mission is to expand Legacy Utility Group’s services and locations, create more opportunities for his team, and continue proving that success comes from a strong culture, not just strategy.
